Then January 25th from 5:30 to 8:30 is the 48th annual police and fire chili supper at Norman High Commons this Pro the proceeds benefit the Christmas story of Cleveland County then um we've had a little bit of weak participation in our aim um infrastructure and land use project that we have going on so if you could please participate and provide your input at and for aim Norman by answering the monthly questions these are located on the website at www.im norman.com and this month's question is water and echoing council member Scher word three if you have any projects that you have that you would like for me to request please email or call me or text me and with that my email address is word3 normanok.gov and my phone number is 45876 31 43 and those of us here with us and watching online thank you all for being here that's remember gr good evening wward for and city of Norman hope the holidays were good to you and yours I spent my time with my family and friends as well as taking on a project I've been wanting to do for a while which is creating a Zen or a small booklet if you will of artwork and stories from those that are unhoused as jtap POS with resources in our community the goal goal of this project is to educate while tackling heavy issues like substance abuse mental health poverty and crisis lines I've learned quite a bit about the people staying at a friend's house these past couple of weeks I've seen people share their food and snacks freely I've seen people switch from bunk beds to for bed so that others with disabilities do not have to struggle more than they already do um I've even heard people practicing French and learned of one man's plans to find stable and accessible work to get out of the shelter however um I will say I was also surprised to learn that one guest who I thought was on a fast track given the gains she had this past summer uh I was surprised to find out she was still waiting for housing I mean shouldn't be since we said an oversight Section 8 is hard to come by but um she seemed like she had momentum um I hope as we continue to address homelessness holistically we also remember that we need to incentivize the building of more inm housing which is a type of housing that lets a person stabilize in a less chaotic environment um and we need to prioritize some more sectionate housing which our Norman Housing Authority has a housing navigator that any interested Property Owners can connect with to learn more about that program um here are some dates and events worth noting if you need to register or update your voter registration you have 25 days before an election to do that the deadline to register to vote in the February 13th election is next Friday January 19th and the last day to request an absentee ballot is Monday January 29th um and you can also register online at oklahoma.gov elction slov um there is a Norman resource resource Fair on January 19th from 1: to 5:00 p.m.
In the Market Hall of James Garner um sorry the well at 210 South James Garner it is a self-directed comeand go event where attendees are invited to connect with uh over 50 organizations including the city of Norman Social Security Administration Oklahoma Indigent defense system Center for Children and Families able Legal Aid Services Red Dirt Collective Oklahoma Department of Human Services Oklahoma Employment Security Commission Department of Veteran Affairs Thunderbird clubhous Women's Resource and so many more um who might benefit from this event well if you're someone looking to do a name change for example or replace an ID you should be able to do that at this Fair relevant agencies will distribute vouchers which people can take to a local tag agency of their choosing to get an ID free of charge even if you do not have all of your documents this would be the event to connect with uh resources to help you to begin that process um as was mentioned January 15th is Martin Luther King day um I will just say we also have a day of uh service with the city and groups or individuals are encouraged to sign up uh for cleaning up the parks online via the city's website um but you need to do that by Thursday uh January 11th um City provides all the cleanup and will even uh give you supplies for the trash bags of gloves uh lastly you could choose to pack the pantries with red dirt Collective who were honored last month with the human rights award uh they will take pantry donations from 2: to 4:00 p.m.
On January 15th at Norman first American United Methodist Church at 1 1950 Bowmont Drive um they write to honor Dr Martin Luther King Jr and his unfinished work on the Poor People's campaign help us fill the 247 outdoor pantries located around Norman drop off donations with us or deliver uh directly to any of the pantries suggested items femin and hygiene products toothpaste toothbrushes soap sanitizer bar soap shampoo Band-Aids toilet paper fresh fruit and vegetables bagged baby carrots canned food other shelf stable foods like powdered milk cereal package snacks thank you thank council member Nash no announcements this week thank you council member hman thank you all for being here um I wanted to Echo the comments about registering to vote or updating your voter information by next Friday the J the 19th of January at 5:00 p.m uh Oklahoma now has online voter registration so you can update if you've moved um you can register for the first time and I would absolutely encourage you to do so it takes just a few minutes and um with four city council elections coming up multiple other elections coming up this year at the state and federal level um it's very important that you all exercise your right to vote um especially in local elections every vote can really make the difference we've had many city council elections over the years that have been decided by just a few votes a few dozen and even less at times so um on the local level your vote can make a significant impact and again it takes just a few minutes to register it and it also just takes a few minutes to actually vote again in these local elections so it's very important and I encourage everybody to uh to to do that um also Community planning and transportation committee uh every month we get a update from City staff about the public transit system about the budget about writers ship about projects that are ongoing about future plans uh we ask questions and have a discussion so if that is a subject that's of interest to you I would encourage you to tune in the 4th Thursday of every month at 4 pm here at City Hall it is streamed live um and you're also welcome to attend in person U if you have any comments or questions concerns suggestions about the public transit system I definitely encourage you to send them to myself or your council member and we'll make sure that in that committee we discuss um and get answers for you and then we also discuss other Transportation projects in the city of Norman like road construction um many people see different road construction projects happening around the city throughout the year and in this committee we get updates from City staff about the uh progress of those projects and future plans um some of the things we talked about recently were um the issue of four-way stops a lot of people have asked um and discussed on social media about certain four-way stops being added certain four-way stops being eliminated and becoming two-way stops most notably over here at acres and Jones and so City staff was uh prepared and kind enough to give us a detailed uh presentation last month about their process for how they determine um doing those type of changes in the city of Norman we've talked about Road diets recently um and then future plans to uh address all the sidewalk gaps in Norman specifically Ada deficient um areas uh that still may exist where there's a curb and not a rain ramp um and where there may be gaps in the sidewalk that make it difficult so if those things are of interest to you again please tune in to the community planning and transportation committee every month um where we talk about those things um also wanted to note that back in August we had a two-hour long discussion um in a public meeting with the police department about uh crime data in Norman about enforcement about homelessness um about a variety of things that the police department deals with on a daily basis and I've asked the chief um if we can do a followup for basically review of the entire year of 2023 um where we can discuss the uh crime statistics for the city of Norman how that compares to other places what the police department is seeing in as far as changes um what their plans are moving forward with the coming year and things like that so um they've indicated to me that probably in February is when they would be be able to do that so stay tuned for uh that discussion that'll be coming up again and then also wanted to mention uh as others have that it will be um projected to be below zero uh for at least a day or two next week and so uh food and shelter for friends I know has made a post today about needing blankets and jackets and sleeping bags and anything that you have that you might be able to donate um that's a place that you can take it and they'll make sure that the people that need it are um getting it um so I would just encourage you if you have friends family if you have pets anything like that keep all of that in mind that it's definitely going to be way too cold to be outside um next week and probably for the next few weeks and month or so um as we really enter the winter parts of our area so anyway I'm glad to be back I've really excited about the opportunities ahead for Norman this coming year um also wanted to give a quick shout out to the fire department for uh giving me a tour of the new fir truck that we got was parked out front before the meeting they let us Council M Schuler and I take a drive around it ride around in it we didn't drive it unfortunately uh ride around the block and ran the siren and all that stuff so that was pretty neat and so good to see something we vote for um that is very expensive but we'll get is needed and will'll get used um come you know get delivered and get to see it in person after we voted for it so I appreciate that thank you council member peacock thank you uh no real announcements other than just to Echo uh the comments of a few of my council members as we're approaching the upcoming budget season please share any priorities or topics or projects that you think might be of interest as we embark on setting those uh budget priorities I've had several constituents over the years send me ideas uh during this process and a lot of them have gotten financed and funded so um please know that we're serious when we ask for 26 on the consent docket passes unanimously thank you ma'am item number 27 a resolution amending the Norman 2025 land use and transportation plan to remove located at uh the southwest corner of Indian Hills Road and 12th Avenue Northeast from country resident residential designation and plac it in a commercial designation and remove the same from special planning area six I'll entertain a motion to adopt or reject the resolution is there a second thank you is there a representative of the applicant here hello Sean we are in Far North Norman on this one tonight this is at the intersection of Indian Hill Indian Hills Road in 12th Avenue Northeast um basically right up there by really unincorporated County the Belmar Edition uh the golf course you can see right here just off to the upper left of the of the sites and then some unincorporated County area up in here a number of large neighborhood subdivisions have occurred in really relatively recent times just north of this proposal and that's part of why this is being brought tonight so this is a straight zoning request it's called Uh rural commercial district is what we're bringing tonight you don't see a lot of these there's several of them out in East Norman I was looking at this today to find the ones that maybe you could think of alam and 72nd that corner there as Alam fluts up into the road two or three of those Parcels are rural commercial there's a couple others up in farther Northeast Norman up uh Stella road that area area and a couple other areas so it is a district we have it's sort of a intended to be a less intense District of roal commercial and fitting with the rural areas of Norman so this would fit that and what we're proposing tonight you see in the yellow outlines the the yellow outlines is the is the total tract and as we normally do on pulmonary plats we have to show you the entire parcel we can't just pick and choose parts of it so we have to show you the whole thing and I should have started by telling you I am talking through items is 27 through 32 tonight they're separate Parcels so we have to do do separate zonings but I'm going to go ahead and speak through all six of these items tonight the plary plat 2025 plan and the zoning so two different Parcels you see them up on the screen on the left side the frontages is really the only thing we're rezoning you see 22.5 One Acres on the front on the left piece on the right piece about 36 Acres on the front as well the back portion of these sites which is the the bigger portion is unchanged this would be rural uh agricultural land zoned agricultural A2 and that would be unchanged so to take you through it on the left is the zoning request you can see the back on the graphic up there the back is A2 that is unchanged we're not doing anything with the back piece and the front edge is the only thing we're rezoning to rural commercial District now I will tell you in uh the historical pieces of this of these tracks this is the third time we've brought a zoning forward on these tracks the first two times it didn't get past pre-development meeting because we had a large turnout of protesters the first two times and I never know what the in motivations of protesters are but I will tell you the first two times this was a much more intense proposal these were large neighborhoods with intense single family uh streets and lots and everything around it and the frontage was C1 and C2 commercial districts Which is far more intense commercial districts than what we're showing you tonight this one has no protest tonight and made it all the way through the process with unanimous Planning Commission as well without any protest I don't know if that's why but that would be my guess that this one is just a far less intense proposal than what was originally proposed by two different applicants in Prior time so I would think that's why on the right is the 2025 request again no change on the the use parameters of the back end of it it would just be the country residential on the front and there is a special planning district here it's called the Community separator we would ask for that to be removed so that the commercial can go into place on the front edge of Indian Hills Road to show you a little more this is the rural commercial District again you probably haven't really ever seen one of these brought before they're not brought very often but it is a district in the ordinance in the books and you can kind of see the uses there automobile service station Bank farm feed store firewood sales hardware store grocery a restaurant Office Buildings plant Nery you kind of get a flavor then of what this is really about on a rural commercial setting and where these would fit I didn't put on the screen here but also important is that no building can be over 35,000 square ft so we can't have large huge big boxes Walmarts would not go here any that anything of that nature and we can't go over 35 ft in height so again it's really a limit on the intensity of these rural commercial districts this is closer in look this is the West tract or the left tra tract uh Indian Hills across the top piece of it the total tract is about 94 Acres about 70 Acres of it is below the green line there unchanged unchanged in in zoning and and no proposed uses put on that tract we have to show you the whole thing we have to present it but there's no changes planned for that the frontage piece as you see at the top is the change the rural commercial pieces where we would intend for individual commercial uses to go across there and as the staff knows the ordinance says the CR zoning district is meant to be the predominant commercial District in rural Norman CR is also meant to be located at the intersection of improved section line roads and this subject property is indeed located at the intersection of section line roads so it's really fitting with the ordinance the W qpz Zone you see there is in the the red hatch that is the protective device that we have for Lake Thunderbird that filters the water and has to be untouched so we can't touch that piece we can't do anything in the red we can't mow it we can't clear it we can't do anything with it and that is really kind of set aside land that we are fully honoring in this case we haven't asked for any revisions of the W qbz here so that would be untouched you see the the parcels at the top would be the commercial on the East tra really the same thing you can see again the South part of this tract left unchanged as A2 and the rural commercial tracks across the top so that's kind of the summary this is the preliminary plot uh again just a large lot on the backside and the individual commercial tracks across the top it's a little closer look in at the top basically showing you commercial buildings across the front edge with parking lots associated with them uh fairly minimal development we haven't even really shown the full buildout of of these tracks it's meant to be really relatively minor buildout that is the context you can see the small commercial Lots across the frontage I wanted to note if you look at a point of the intersection of Indian Hill HS and 12th Avenue Northeast and you have to go about 4 and 1/2 miles to the upper left before you get to 19th Street in Moore the really intense commercial District in Moore where the theater is and where Walmart is that's about 4 and a half miles away pretty far and so what we hope of course is that all of these homes and there's more just off the screen here there's there's additional homes that will all be within a mile or two of this district will come down and shop at our stores at this location in and so you get the sales taxes from that and you can collect some of those things from uh take it away from the mo District so as staff notes there was substantial changes across the north of this proposal up in the county and more areas no negative traffic impacts are anticipated it was unanimous at Planning Commission no protest appear none have been filed and uh greenb commission forward this also with no comments as well so with that I'm happy to answer any questions you have and I thank you for your consideration any questions from Council council could you go back to the slide that shows the blown up um site map with the WQ pz on there that one work fine actually my question really was the two detention ponds you have shown up here just adjacent to the W qpz are those piped into a storm sewer or do they actually dist uh outflow into the channel itself I believe I'll pull Anthony up here to answer more specifically but I believe they would outflow into the the drainage areas there is no I don't believe there's a storm water system subgrade up in this area but do you want to answer more closely on that an good evening Anthony hle crap Associates so answer your question um they would drain directly into the creek okay I have have there been any studies done to see what the impact of that going be um yes um upon the primary plat we have to submit a primary drain report which has been viewed by staff and um so yes okay thank you welcome council member Grant similar line of thinking with the detention ponds uh when we spoke about this we talked about uh properties owner association yes handling the maintenance of this um I was didn't see language for it in the presentation but um my question related to that is it both BS are the same Association or will there be two associations a good question Council M Grant uh I don't know that's been cded typically if it's a a same developer situation typically we would do one POA Property Owners Association um but you could do two different ones let me I mentioned too and I think we talked about this when we met W qbz zones require us to put a covenant of record so that Mr sturs and staff has the ability to make sure that that their enforcement capacity as well and the neighborhood can enforce it well but that Covenant says all those things about how we can't clear the land and we can't mow it we can't do those things and that is a covenant of record required we won't be allowed to file the final plat until we show them that Covenant and file it of record with it which also requires a POA to maintain it right um thank you you're welcome council member homman okay thank you um the drainage part so this W qpz the channel That that wqp protects that drains into further south into the Little River and then the Little River being the main tributary into Lake Thunderbird so that wqp Z acting as a extra buffer between this development and the Little River is that the way I understand yeah let's talk about wqb we haven't talked a lot about him in a while and I certainly encouraged staff to correct me if I'm wrong but I was here when they were adopted a long time ago and wqb are called water quality protection zones um is what it stands for and they were intended to uh be an additional buffer for instance we have flood planes FEMA flood planes and FEMA FEMA uh mandates flood planes and and monitors those and and limits Construction in flood planes this goes beyond flood planes in the development Community we kind of call it a local flood plane you're a flood plane more or less it was an additional measure it was an overlay zoning District basically put upon all of the Norman area that drained into Lake Thunderbird and what it says is that we can't uh build there we can't construct there and it literally says we can't even mow it we can't clear any trees from it and it was really uh something that uh that uh is intended to be a natural filter uh another word for them was stream stream buffering uh stream quor buffers and it was intended to be a no touch zone so that everything could to drain into it now over the years we have on on many developments asked for them to be modified uh and an engineer can do that if they can show that there's no impact one example of that I remember probably the most significant one we modified one time was where uh ELO restaurant is on tumpy road there's a press and plow that is a w qbz Zone and we significantly modified at that wqpc zone and that has to have significant engineering to it but the choice to the developer is either re-engineer it at substantial engineering cost or leave it alone and in this case we've completely left it alone and left it in its natural condition so that it can filter those Waters naturally well it's about a mile in a straight line from the start of the Little River to where the back of these would be um so it seems like there would be enough protection Zone in there to buffer but your detention ponds they're dry and is that the way I understand it I believe so these dry or they wet or would they the eack is wet okay okay and would it be would it have some natural vegetation around it or like as a filter or would it be mowed all the way to the edge okay so the detention ponds themselves would act themselves would act as filters before they get into the next step and then okay correct and as Anthony said just for the they they act as sediment Basin too because it drains in there and then it's held okay and and then it's slow released out of that pond so it would naturally facilitate into the pond okay and then um we talked about the parking you uh you did mention that this has been designed with our current no man no minimum mandate in mind so correct this project is is is designed based on the amount of parking the developer believes they need correct okay and then um the community separator portion so uh like we discussed my recollection of it was serving as a a buffer zone and a protection Zone basically for the little river between Norman and Moore in the Norman City Limits up to Indian Hill but between Franklin and Indian Hill uh being an area where uh development density is limited um to protect the main tributary of Lake Thunderbird yeah um and so the part that's asking to be removed uh you mentioned when I asked is just the section that this development is on entire property we're okay with just the frontage being removed but I don't know if if the staff's opinion is that the request is for the whole thing uh I think we're fine with just the frontage being removed from that from that U Community separator uh that's really all we've planned for in this development that's the only thing proposed to be developed that's the only part of the devel velopment that is to be un to be changed I I would definitely like to keep the rest of it in and limit it to just this area um like I said I believe the intent of it is to let future councils and future development know that this area needs to be carefully considered when we do development around it because of the current impairment of Lake Thunderbird and the Little River being the primary tributary into it so um that's where it seems where most of the pollution in impacting the lake comes from that and I'd be happy to stipulate River the request and so okay um I appreciate that and um the you mentioned this being a it is a primary Corridor um 12th Avenue Ora road and it looks like all the development on the north side of the road it is developed uh with the golf course and then some industrial stuff and then a bit of a neighborhood and than a cemetery so it doesn't look like there is any other opportunity for commercial in this area actually from what I can tell correct okay and then the last question is about the turnpike and so the drawings or concept layouts that we've seen show it going through this area through Indian Hill Road and discussion about whether Indian Hill Road is going to be a front Ed Road or um or if it's just being built on top of it I'm not sure uh what is the plan for this U developer if we approve this um would they be waiting until the turnpike is finalized or to to see if it is actually happening through here or not yeah I think that would be probably the goal uh the depth of these are about 500 feet and so if the turnpike comes through we accept the risk that that won't allow these to happen likely it depends on where it goes though if the Turnpike goes north of Indian Hills or south or straddles it then it might leave enough room of the RO commercial to be fronting the turnpike as the frontage Ros would be so it really depends on exactly where that turnpike's going to go in dimensional locations as to this development but we understand the risk that if the turnpike goes in it may uh knock out this development completely it may allow for a minor sliver of this development to still work as Frontage to that Turnpike it may allow for the whole development to work as Frontage so but we accept that risk and understand it okay thank you any more questions all right um Madam Clark are there any speakers amending the Norman 2025 land use and transportation plan to remove a 10 acre portion of the property from low density residential designation and place it in a commercial designation and remove portions totaling 20 acres from future Urban ser and place it in a current urban service area for property located on the northwest corner of 36th Avenue Northwest in Franklin Road I'll entertain a motion to adopt or reject the uh resolution have a motion in a second is there a representative of the applicant here yes good evening mayor council happy New Year good to be back in front of you Gunner Joyce with rer Law Group and on behalf of the developer we got Richard Macau here so this is a PUD a very substantial PUD and the the name has changed but a lot of the area stays the same the name of the project bridge view at Carrington Edition here is the location where we're at we're in between Indian Hills Road and Franklin and then sandwiched between 36 and 48 the outline in yellow is the current boundary of the 20110 PUD the outline in blue are two 10 acre tracks that have now been acquired by the ownership group and are being brought into this development so we' got three votes tonight the first will be the 2025 vote then the Pud zoning and last the preliminary plat the current zoning as you can see out lined again in yellow it's PUD and these two pieces are A2 um agricultural those would be rezoned within this PUD the first use on the north is going to be residential lots and the one on the uh South will be a commercial corner to match up the commercial corner you see south of Franklin L frank Road this development ownership group owns all three corners here on Franklin and 36 so this will be a very cohesive development that functions on three sides and really complements and utilizes Ruby Grant Park which is the other uh intersection Corner as far as 2025 uh the request tonight is to bring the two new areas that are outlined in blue into the current urban service area the the remainder of the Pud is already in that current urban service area now that they have been acquired they're requested to be brought up to current along with the rest of the development and then the last little piece uh the hard Corner would be requested the use designation in 2025 to commercial to line up with that commercial use here is the preliminary site PL so overall it's a 370 acre project and again the main two pieces being brought in are the 10 acres right up here shown as residential lots we'll zoom in in a second and then the 10 acre hard Corner down here shown as more commercial uses so this is the 2010 site plan and at the time obviously it was 20 acres less so is about 350 acres and even at the time in 2010 it was a pretty substantial commitment to open space you can see the green space called out it's about 69 Acres a lot of active usable open space in 2010 essentially the plan was commercial along Indian Hills and as you work down there's allowances for multif family and then a School site and then the remainder is essentially R1 single family lots small Lots down to the South and then there was Assisted Living uh that buted up against 36th Avenue the current plan keeps everything at the same as we're up on Indian Hills so we still have commercial we still have multif family we still have the School site and then the remainder all residential the Assisted Living has been removed and is now more single family lots as you see there this is the 10 acres being brought in to the north and it's laid out as large R1 lots and then here is the 10 acre commercial sa additionally worth note as you can see it's substantially Greener so even in 2010 when you had quite a bit of green commitment now there is 96 Acres of green active open space it'll be filled with amenities and it would be a disservice for me to talk about it so I'll hand it to Richard in a second to give you the exciting details of that open space Here's a zoning exhibit that'll walk you through exactly what I just said but it's a 29 Acres of commercial just shy of 20 multif family a 14 acre School site the remainder being basically are one single family large lots are the bulk of it with small Lots down here to the South just to zoom in on the 20 acres brought in uh through this rezoning this is the 10 acres that's going to be the single family lots it's about 21 single family lots shown there and this is the commercial site that's down on the hard Corner once again the last item that you'll vote on tonight is the preliminary plat so this is the preliminary plat piece that encapsulates everything we just walked through as a quick summary before I hand it to Richard this is in context and again it's an update to bring in essentially 20 more Acres of property one little wrinkle as we've done with almost every PUD we bring to you adus are now allowed throughout the entire site back in 2010 was very uh Cutting Edge Richard had 50 adus allowed to be sprinkled through the site but with uh new development practices we've taken out that 50 limitation and now it's adus allowed one per lot uh and then finally unanimous Planning Commission approval and I will note because it's rare that we get such praising comments but uh they're in the staff report but a lot of the planning Commissioners really took uh time to commend the project many said uh they thought it was an excellent use and uh commissioner McClure even said he would love to live in this neighborhood so all that is great to kind of commend the developer one one last last time on the on the layout uh and with that Richard please come up and tell them about the exciting project thank you Gunner uh Richard Macau 449 Canon Drive I could talk about this project for hours I love this obviously been working on it for a long time but I'm not going to do that many of you have met with this one-on-one and talked about it but a couple of the highlights we've learned a lot over the last really 22 years working on green belt driven neighborhoods throughout central Oklahoma and I love living in Norman because we're a research Community we're research institution and this we're still working with Dr Reed Kaufman he's now teaching at Kent State I've been on the phone with him today and yesterday and today we're on the phone with an architect from Sweden and one from U the Netherlands and it's so exciting and they're exting excited about what we're doing and they're excited that you know we're doing this kind of development here in the Great Plains and Carrington neighborhood across the street has really been one of our learning Laboratories it's where we built our very first rain garden and then we built it again and then we built it again because it just kept failing and we've learned so much over these last 20 plus years but especially when we got involved with Dr Kaufman and Dr dnell and Dr neren and we started doing you know research after research and what we really have learned is the green belts are doing some magical things for our storm water quality but what really is amazing and we didn't set out to do this but it worked had no idea it was going to happen we've created a place where people are comfortable turning their eight-year-olds loose I don't know why that's the magic age but they just seem to go running around willy-nilly with with fishing poles and you know exploring and being in the neighborhoods part of it is we put in 4-ft fences that you can see through on every single one of these lots that backs up to a green belt and most of the houses that get built in central Oklahoma these days most of the bedrooms are on the ground floor mostly we've got lots of Windows across the back and so you're you can see out through your backyard through that social fence onto this green network of Alleyways and common areas and not only can you see what's immediately behind your house but your range of vision you can see what's behind this house over here and that one and so everyone's keeping an eye on the kids the other thing is people in automobiles can't get to them whether it's the scary guy or your neighbor in a hurry to get to soccer practice those kids are safe back there and they're going to get muddy and they might get some ticks but really it's an amazing place and we're really excited about what this piece of land uh has already built into it there's quite a bit of defined stream channel uh in the kind of the East half of this and we're leaving all of that in place we just we've walked through it we've done an inventory of the the plant life that's there there's quite a bit native trees and we're just like we're we're going to leave it alone and we just literally have one street cutting across it uh paralleling 36th Avenue over toward the East Edge to get to this new 20 acres we've added we're really leaving that quite undisturbed as you get to the Western portion of this this land is not as flat as this table right here but it's almost as flat it has less than one foot of fall per 100 feet you can't see that kind of fall and water won't really move so this long kind of diagonal that this track has has in it we decided to build a a long linear pond that's over half a mile long and I'm sure many of you are following the activities of rowing in Oklahoma who knew central Oklahoma was going to become like the headquarters of rowing the Olympic Training and whatnot but we think that um this could become something really spectacular and so that pond has been designed it's got several different potential locations for small boat house at Community scale but it's not really intended to be Community scale it's intended to be Norman scale so that you know young athletes particularly taking advantage of title n opportunities young women uh to come row and I'd love for this neighborhood to become the launching pad to send kids to all kinds of Ivy League programs or Elite hard to get into schools or just become great lovers of being in in the water being in this magical space where lots of good things happen to you like I said said I could talk about this place for a long time I will shut up now and uh let you all ask some questions but we're really excited that this is finally ripened um the commercial piece I I probably should touch on that we are thinking that in that proximity to Ruby Grant Park and its connection to all of the green belt Network that's here that there's a really good potential maybe for an event center not un like probably many of us have been to an wedding at like South Wind Hills or that type of thing we think that might be a potential use here that we're we're hoping to explore and take advantage of all the the woods that are already there and to just nurture them just a little bit to create some real photo opportunities for you know wedding day events and things like that so with that said I'm happy to answer any questions as I'm sure is gner council member Schuler yeah so when you say rowing that perks my ears up because I was a division one rowing athlete at the University of Central Florida and I rode in high school I've also coached um at the division one level and collegate and Masters um so I got a couple of questions just about that I think it's exciting um but I'm wondering about the feasibility um just knowing what the rowing Community looks like and how large bodies of water need to be to do really fullscale programs um so have you consulted anybody in the rowing field about what they would need to do something like this not to that level of detail okay uh I I have spent some time I was asked to look at some housing around the Oklahoma River and have gotten to know a handful of those guys and uh we weren't ever quite able to get them the housing at the price they wanted to pay uh and then I'm friends with Kenny Adams that Rose down in Arbor Lake I believe and we've talked a bit about it but very at you know at the very high level um it's interesting when you see a map like this that's a mile tall and a mile wide that Canal looks really narrow but it's it's actually not nearly as narrow as it looks it's quite it's quite the scale issue it's it's about 70 feet wide at the water surface uh if I'm remembering right but it may need to be wider than that um yeah so a single is roughly 25 okay feet long and so if you're thinking about like spinning and turning on the bottoms and the tops of that um just giving enough okay movement and also for like sight lines and just like traffic and how how the pattern is going to flow around I mean we can talk about this I guess think I found my coach my um this is great but like and to give you some full scale too that like a an eight person rowing shell which is the largest one um is almost 60 ft long and so like we're definitely not going to get something that is that large but if you're thinking smaller boats like that could potentially be okay something that could be workable um and I'll just for reference that the like Olympic length of like a race course is 2,000 M yeah so 1600 MERS is a mile for anybody who's yeah trying to do those conversions so it's just over a mile it's about a mile and a quarter okay um but like you're not going to get anything like that but I like the possibility of like this kind of recruit recruiting and getting people kind of interested in the sport um I mean U has a women's rowing program um there's a lot of activity like you said on the Oklahoma River with the boat house district and and all through map so I think that it's a really exciting idea um but you might need to kind of adjust it really get it refined yeah I appreciate the feedback it does have some larger Loops at each end and we would have made it longer but you'll notice another diagonal cutting across it's a serious pipeline the other thing that I'm thinking about too is with a small body of water just thinking about like how people are coaching and what kind of coaching boats they have so like those are typically motorized and wakes and movement and so like H that causes a lot of um displacement of water and can be challenging for the rowing shells to navigate um so there just might be some things to think about but I could get I could also get really excited I'm glad you're bringing all this up and as we one thing that we accomplished with this it's it way over detains the amount of water that it has and or the the amount of detention needed to be accomplished and we could increase the water surface area just simply by raising up the water level and letting it spread wider across the bank so thank you so anyway this is I would I mean like if I obviously with my rowing background and my family rows and um my mom owns a single and so you know this is something that would be really cool to have in your backyard you can just kind of get your butt out and do some exercise and and some things so I think it's really exciting to have unique things like this in community so I do applaud you for that um and so we can talk more about all than I will follow back thanks it's like living on a golf course where you can just walk absolutely so council member Grant yes maybe okay um I didn't hear it in the presentation but the school that would be going in it's not a Norman Public School right that's correct this everything north of India or Franklin Road is in more Public School District uh one of those fascinating things and none of us have ever heard of a School District boundary changing so we met with more public schools on this site way back in 2009 and we carved out the site and worked with Lee fithian who I also believe is Dr Lee fithian at the School of Architecture she had a group of graduate students do a study of of um they broke up into teams and designed like six different elementary schools that were all Net Zero Energy schools and so the idea was use of daylighting and all kinds of different aspects to get the kids um you know a super sustainable school and what we wanted to do was create the ability for every kid that lives in this neighborhood to walk or ride their bike to school through a green belt system we were committ committed to that idea back in 2010 we've learned a lot since 2010 and so when we got a chance to redraw it uh we really applied everything that we have learned and now it's every single one of these hom sites has the ability to get to a green belt system and and get get the kids to school with Crossing only one or two streets so um yeah definitely an elementary school uh we worked out um an agreement with them that we probably will end up keeping the ball fields there's a full-size football field and a like a pretty darn big baseball field it's not full-blown uh major league baseball size but it's a big baseball field especially for an elementary school and the idea would be that those sports facilities would be available to the community and owned and maintained by the community but they would be Gates closed and secure within the school's boundary during the day so so the school could have total control of their student safety during school hours we've still got some detail to work out on that but it's been a fun partnership to work with more Public Schools okay thank you and then um I just wanted to clarify it wasn't going to be Norman Public Schools for anybody who's like oh I might want to live here and then also for clar clarification this is going to be in phases correct like this won't be over many phases um my experience on a project of this size I believe the Carrington Community which is a little bit smaller I think we're in about our 27th year at this point we may be at 26 but this is very much a 20 plus year project um it these things just take a really long time to build out okay thank you sure thank you ad Clark are there any members of the audience Evan oh they're not oh I'm sorry sir council member H 96 Acres of Green Space What's the total percent of open space I guess of the whole thing calculated that you have it in there as far as uh dedicated open space it's about 25 maybe 26% of the the whole property uh and then again there's going to be green space open space requirements on each lot so right now what you see every lot's just white but you uh will have to have a percentage and they change based on the use but uh it's 26 completely as platted open space and then there'll be more open space on each individual lot okay and then the 19 Acres of multifam is that all on the northern half the way I understand it right let me get back to that so it's that Green Space right here I believe there's allowable uses for some U vertical mixed use in the commercial so you can have uh if the you know Market dries for that and again we're butting up against uh Turnpike issues again right there on Indian Hills so where that goes and what that looks like but uh there's allowances for those commercial buildings to be multif family I would definitely encourage that if it's possible to we need all the housing we can get so if it's above storefronts over there that'd be great um about the turnpike uh same question I had to the previous applicant um being along Indian Hill Road is you're prepared I assume for if that comes through the top of your development how that would impact the overall are overall project the um I I I have been trying to convince the department of transportation for the last five years to not build that Turnpike on Indian Hills Road and to do it as maybe a FIV Lane Boulevard not unlike Northwest Expressway I guess it's more of a seven Lane Boulevard but something more reasonable and um you couldn't believe we thought we had it worked out with them and it was quite shock when their their plan just became public um six weeks after our last conversation about the Indian Hills Road interchange and um Costco all these things we've been working on for years and years but at this particular location what we have learned is they're pretty much planning on being on the North side uh and not coming through here primarily because what's built immediately next to us um there's quite a bit of communication stuff they just they got a little bit more room to work over there which the same Land Group has a track a land in Oklahoma City right in that alignment so we're going to get um a haircut one way or the other um and so we're thinking this one doesn't change a whole lot uh but we are thinking that that commercial retail especially with residential above um not unlike what we've been doing in downtown Oklahom City we think it becomes a quite a bit more viable however we don't think it really becomes viable until after all the dust is settled everything's built and you know it took a long time for the residential component to get to the Kil Patrick around May and Penn and the whole Quail Springs Mall area so uh I would really like to see five Lon Boulevard and not have this yeah I would I 100% agree I think a bridge connecting to Newcastle would be great and it would be great if it was a Boulevard instead of a highway especially one you have to pay to get on and offer so any anyway um appreciate that uh the adus uh allowed in the entire site will that uh will those be included in house plans that people will be looking at so what I think would be really effective for the adus is for us to do a kind of pattern zoning kind of thing I'd be curious to know how many U Adu uh plans I have in my computer given that we we built a few at this point for Norman and for pivot in Oklahoma City and we'll be in front of Planning Commission on another small Oklahoma City project like 20 uh 16t wide 24t deep small houses so we'll probably have an assortment of those that people can really choose from and then we'll you know want them to make them match their house and so we'll we'll have guidelines that that we work with on that originally we had wanted the 80 use throughout the the original PUD and because it's private Parkland and the reason we only reason we do private Parkland is so that we can a be in charge of the maintenance because we do let things grow and that we create habitat for all kinds of wildlife we're really good at creating great blue heron habitat um don't know how we do that redwing black birds as well but that said um we also de velop our Park land at a very rapid rate I mean it's one of the first things we do is put up all the municipal grade playground equipment you exactly like City uses if it's public Parkland all that stuff comes much later after the fees are collected and so on so when you do a private Parkland dedication you end up having to have twice as much Park land we have plenty of Parkland here you know in the case of Carrington there's 30 some OD Acres of open space over there eight .4 miles of Walking Trails um but there there wasn't enough Parkland in the 2010 version based on the interpretation of open active active open space to play sports uh to to double the density and that was how things were being looked at at the time was bringing the adus doubles the density it's not really accurate you know you got one person living in the Adu and very often it's the kid that used to live in the house back when they were younger and now they live in the Adu so anyway uh we got plenty of Parkland and now that just gives us the ability to let the adus be everywhere and it'll be very interesting to see what percentage of folks really want to do them and spend the money and you know H have it as additional residential space but I I expect it'll probably be adopted at maybe 20 25% okay but and then I know you've done this in your other neighborhoods um your housing plans uh promoting front porches would that be the case in this neighborhood too so that's another detail that is in this current the the old PUD that has remained in this one is bringing that front porch closer to the street reducing the the depth of the front yard while still maintaining the driveway distance the same so you've got room to park two cars uh that's a really important feature we've been doing that with all of our communities really for the past 15 16 years and we're starting to see the house plans really respond you know it takes a while for house plans to get through a system and get integrated but it allows for lots of creativity and I that's something I'm hoping we're going to see as we work through our uh other other Citywide ideas that we're talking about okay yeah that's great to hear we we know that safer streets are streets are generally safer when there's more eyes on them right and so people drive a little better when they know people are watching and um kids can play out front and out back as you mentioned in this type of development but that is an important aspect um so I appreciate that and then the uh speaking of the playground and park so where is the actual like playground in this there'll be a bunch of them this a big neighborhood so there'll be scattered um can I get the I I I know for sure I don't know if you can see my curs there'll be a major play structure here uh there'll be also some play structures up uh maybe closer to the school there'll be some others over in this end what we try and do uh Zack roach has really pioneered this we we want everybody to be within a quarter mile walk and so if you imagine you know A rad this one will take at least three maybe four different circles to get you know good play structures in places that kids can get to them easily um okay yeah and then the U 48th Avenue and Franklin Avenue I know that's where the majority of the um entry and exit points are um we don't currently have any City projects to improve either that section of Franklin or that section of 48 if I recall um what type of improvements would this development be making to both 48th Avenue and Franklin Avenue I'm I'm going to ask uh my engineering team to th this is complex and it's different on each in so thanj BJ Hawkins traffic engineering consultant 6,000 Southwestern Avenue Oklahoma City uh We've looked at several developments through this as you guys know a lot of on Indian Hills uh just to the east on 36th and Franklin all of these developments looked at all four of these major arterial intersections as you guys know there's already planed widen 36 signalize Franklin and Indian Hills but the kind of the two pieces as you mentioned that haven't been addressed are the 48th pieces so some of those early um developments that we did along Indian Hills we've already identified um issues at 48th in Indian Hills that is already kind of getting close to experiencing the need for improvements one of those improvements is going to be a westbound right turn lane and then as these developments progress there's already plans to signalize and add left turn Lanes to that intersection so a lot of that's obviously kind of up in the air with the turnpike potential and if that goes in then all these are going to be improved as far as uh Franklin and 48th recently there was a always stop put in there for safety reasons it's kind of hard to see north south as you're going westbound but at full build out of this that would also be required to have left turn lanes and a traffic signal so that's kind of a long-term projection as Richard said it's 20 plus year you know progression on this but immediate needs the always stop can handle it but in the future we've already identified it we've done the percentage of trips through there and then that'll just be assessed as a impact feet and maybe staff would be better suited to answer I'm not sure but would you be improving your side of the street or uh doing recruitment or they don't typically do those half Street improvements anymore it yeah we don't encourage it yeah you know what happens with that so it just kind of goes more as a impact fee just based on the number of trips that the development's adding to it and then identified improvements which like I said all four of these main arterial intersections will have some sort of fee Associated from this development okay and this please yes Scott St intering director of Public Works and they would be responsible for their half Road widening uh that could be through deferral or through construction uh as they did that Frontage along that piece of that roadway uh in this case we probably looking at probably a three Lane section maybe a four Lane section depending on what all the the final uh Tia looks like on that I know we have a project voter approved project to widen 48th Avenue from Robinson to to kumsa but don't have the I know it was proposed but we changed it but yeah we just couldn't get all that in the 2019 Bond program it's not to say that a future program wouldn't look at extending it further north along this section okay and then would this development do sidewalks along Franklin and long 48th Avenue that would also be required okay okay uh thanks Scott and then my last one is about storm water um you mentioned it you talked a lot about it and I know this is real standard in your developments that it is a primary focus about how storm water is managed on site um how it's filtered through the development before it gets to the nearest primary storm water Channel um and would you maybe just talk a little bit more about about um how you do that in your developments and can can you get us back to the green I I've never been able to get this slide to go to go back and you were one member away from your full development team there we go CH is your storm yeah we we um Can Chris and I can talk about storm water till the cows come home but basically uh we didn't color the water blue but you can see it it's h hatched in there um we have a a combination approach to dealing with storm water and even if we start way up at the North End as we look at those commercial developments which are parking lot intensive there's so many other ways to do parking lots than the way we're currently doing it and again those are things that I I'm really excited that we're probably going to be exploring in as we get get the comp plan updated uh including instead of traffic Islands uh traffic or not landscape Islands landscape trenches so that the water actually goes to where the plants root systems are they can actually do something and take up those nutrients um but we we start capturing water way up at the North End at that Junction between the commercial and the multif family and we dig our detention ponds really deep uh we we have a very specific profile we come down on a a gentle slope at a 6:1 then once we go underwater we go down about about foot and then we come out 3 feet and create a shelf that shelf allows us to grow all kinds of different aquatic species of rushes and Cattails and you lies things that are really good at taking nitrogen out of the the water U they also will be able to take a little bit of phosphorus out but the deeper the pond is the the cooler the water body gets and so you have less algae bloom but also you're you've got more total volume of water to dissolve and allow phosphorus to precipitate out and settle at the bottom of the pond but before the water ever gets into the pond we will in this neighborhood be pushing the water pretty much the back 75% of the lot will be headed to those green Alleyways and those green Alleyways will have both a small Trench if you will U winding its way toward the main water channels or the main you know linear network of ponds but they will also have walking trail systems at crisscross back and forth AC cross them as a place for the water to to be professionally managed so as people put unnecessarily unnecessary chem chemicals on their yard you 102010 fertilizer whatever it is people do uh we can capture it in that green infrastructure rure and start processing it and using it feeding it to other plants that aren't being over fertilized and each step as it flows through this chain this treatment train of green network of trails it will little by little we'll have water leaving the site that's pretty darn clean in fact we'll have very little sediment leaving the site and it may end up being a little bit erosive so we it it it's going to be very clean water U good news is it's coming on to us across the street so uh we'll be managing it again in a natural system a project you guys saw at Franklin Woods a couple couple weeks back maybe last month so anyway I I don't know if that's enough detail for the moment on storm water but uh we we want to bring everything we've learned to bear and then also use this as a place to learn new things well like I mentioned before we have to kind of manage storm water Norman parcel by parcel and uh development like this that uh takes that into account to the extent that you do is really important so I appreciate you giving us some further details about that okay that's all have the ordinance on second reading section by section have a motion and second is there a representative of the applicant here oh Mark good evening my name is Mark krittenbrink I'm with krittenbrink architecture my address is 428 West you follow uh a little bit about probably going the wrong way here actually practice this today so here's the uh area of the existing zoning you can see that we're in single family that was rezoned a few years ago there is our subject again with the existing land use is all residential you've got uh the church parking lot uh behind it this is the property it's a single family house on the left and then a garage apartment on the right this is 463 Elm there's another shot that's looking North up Elm across the street across the street and that's looking South on Elm and again there's a the area that we notified all the neighborhood in within that vicinity and so here we are are so uh Ryan doson is the owner of this property he called me probably sometime back in August I would say and said I'm looking at this property would you meet me there so I did that was on a Friday I met him on Saturday and he said what can we do here what it's an 85 foot wide lot that's 158 ft deep as you know single family you have to have 50 fet wide for each single family house and I said well you can you can go as it is and build a really large uh single family house here and you just have to you know maintain the uh you know meet the city requirements there's no neighborhood review I said however that's been done I mean this is my neighborhood as well so you know I said that's been done and it's it's a little scary because it's out of context with the neighborhood people are concerned it could turn into a rooming house or it could turn into a sorority house I said so another consideration would be to divide the lot into two 42.5 wide Lots by 158 ft deep with this bud and then you could do two residences uh that would be more I think inconsistent with the neighborhood in terms of of of streetcape uh proportion of of of uh housing just the way it lays out so at that time we thought okay we'll keep the existing house and we'll add on to it and we'll tear down the garage apartment and build a house over there do the two houses U the following Wednesday I met lehall on site and I asked her I said here's what we're looking at we can do the big single family thing are we can do a spun and we can divide it into two smaller Lots smaller houses um and she thought she actually said well I would I I would encourage you you to do the latter because I think the the the duplicate houses there create a better Vibe for the neighborhood more consistent with the streetscape uh so I would encourage you to do that I would just ask that you keep me in touch or keep in touch with me and so we did uh We examined the house the existing house on the north side and it was it was just really sad it was structurally unsound walls were caving floors were roted a knob and tube wiring uh floor furnace and whatnot and it didn't seem valid to try to to keep it and so the decision was made to we tear both down and go with two new houses again I called Lee and I said here's what we're thinking and she said okay well I understand if it's if it's old and whatnot uh and so uh she said go ahead and and you know move forward so we did we developed um this site that you see here uh you can see it's served by a Central Drive there's a on the left hand side is a 4bedroom house on the right hand side is a three-bedroom house it has two carports in the rear and it has four parking spaces in the rear uh one of the things we did then before we um before we came before the Planning Commission uh there's no um there's no opportunity in a spud for the neighborhoods to come forward and voice their con concern so we had I sent everybody in the uh protest area a letter come by the office and uh we'll we'll walk you through the process and we did we had about eight neighbors that were there walked them through they were they were pleased with it they liked it uh they they said you know they asked two or three small changes one uh we flipped the three-bedroom that was on the north we flipped it to the South and so the four bedroom is on the North uh that has a few less windows in it to looking into uh the gentleman Marty who owns the house to the North and then the house to the north uh and so we we did that we took out a window um and we put in a an 8ft fence on the the north side as he requested for privacy and we did that and and pretty much that was it and the neighborhood was all about it when we presented at the Planning Commission we actually had several members of the neighborhood come and say you know it was awesome that we were part of this process and it was transparent we appreciated that there are some there are some things that came up excuse me which I thought I I would you know address today one was the renters in the north house they were going to be put out of a house and it would be hard for them to find another place to live the owner did offer them an opportunity to move out but they said they'd rather stay in they both graduate in May and so they are allowed to stay in so we will stagger the project so we uh he uh Ryan uh again is keeping the renters in until May so that's not an issue uh the other thing was the uh construction experience I think when a Triplex was built down the street it it got long and and everybody's weary um the owner would like to be in we are going to do the projects at the same time the owner would like to be into the four-bedroom by fall uh and then follow up immediately after the men move out in May follow up on that they figure it's a six to eight month construction process for each project so conceivably it could be done by the end of the year um the the size of the house I said there was a concern it's going to be a rooming house it's going to be a sorority house and again I noted um that they're not you know one the the three-bedroom is 2,300 square fet and the and the four bedroom is 2,800 sare F feet they they won't serve really as a rooming house or a sorority house um the height of the house was a concern the current garage apartment is 23 ft tall the new uh two-story component is 27t tall so it's 4et taller however shorter than many of the two-story houses that are on that block in the adjacent area U the lot size there is concern that it's you know we're making we're making up these lot sizes so at 42.5 by 158 we're at 6700 Square ft okay so I live on the corner of Park and eala and my lot is 7,000 square ft it's two you know 25 ft lot increments and then I'm 140 ft deep but across the way that same lot which is 75 ft wide has been divided into two lots so you have one at 4,100 and one at 6,300 and I say that because that's the core area there's not it's not like Cookie Cutter every lot is the same size they vary they're really all over the page and so I I feel that we're in that compliance we had three letters of protest at the Planning Commission um I after that meeting I sent both of them a set of all three of them here's a set of plans here's what it looks like here's what we're wanting to do um they two of those they were comfortable with that uh you do have one letter of protest from um um Mary Mary Joe Bookman um I have spent quite a bit of time on the last day or day and a half on the phone with Mary Joe her issues were I think she and she has um a non-complying structure she has like this it's a house and it's got a garage apartment uh she would prefer that it hadn't been changed to R1 because it restricts her over what she'd liked to do but her concern was that you know uh parking that the parking's in back uh why can't it be in front like the triplex and I said well the triplex generated a lot of change and so we can't have parking in front and there's no parking on the street which is why we put it in the back with the Central Drive um uh tree she was concerned the neighbor had a tree that that was was leaning over her property and there was some damage and so she'd ask that we keep the trees away and then she wants to keep her chain link fence which I said we certainly can't we don't you know typically I would think we' what we're doing on 80 ft on the on the south side we're doing a six foot wood fence uh coming 80 ft from the what would be the southeast Corner coming down that side to the side of the house and so we're we keep the chain link fence and that was really what she had that was her concern we we tried to gear these houses towards being historical there's a front porch as we want in these historical neighborhoods it runs across a whole front uh it's a Central Drive that Services both Lots which is also you see evident in this neighborhood uh the residential style there it's kind of a shotgun house they're about 25 ft wide so not incredibly wide and I'll just take you through what we have there again you see the site plan uh this is the um I think this is the the four bedroom uh there's the first floor you can see the stairs coming up and then you know a porch in the back you see the porch across the front second floor there a residentiary see the streetscape the side elevations and the rear elevation on the other house it's the the first floor is is almost identical it's a three-bedroom so there's only two bedrooms upstairs so it's not quite as massive again the uh elevations and what they would look like this is what if you're looking like from a streetcape so we have a variety of materials we have metal siding on metal roofing on the the lower slope pitches and then um uh composition shingles on the steeper slope we have a combination of Hardy Board Siding horizontal and vertical um and then um you know a frame separated divide it like Windows and you can see there are similarities between the two but they are actually quite different and then that's what the streetcape would look like as you drive by on the left again is a four bedroom house and on the right is the three-bedroom house again you see the front porches that run the entire width of the house they're 8 feet deep 9 ft deep uh lots of sunlight coming in uh historical architecture things that'll blend in with the neighborhood uh we're not showing Landscaping here but there would be landscaping and um and that's what I have I'd be happy to answer any questions council member Grant I was curious about um storm water and how this site drains and um if it's still 65% impervious for the whole thing or they're each their own now uh for the whole thing we're for both actually we're at 55% we're under the the Spud calls were 65% because that's what we were told to put in but we're actually at 55% the site would drain like any other resident it'll drain to the street uh and what was your other question um that answers the storm water part um I appreciate that the parking is in the back um and I appreciate that you all were able to work with the renters and allow them to stay till May and uh phase this project um I cannot quickly navigate to it on the agenda on my phone but what does the Spud language say or what does the narrative say about the permitted uses on this site well what's being presented uh residential a three bedroom and a four bedroom is it on there so short-term rentals will be allowed well not for this couple there are the couple couple that from Dallas the three-bedroom will be their house like a lot of people they like having a house in Normans they will come to and from and then they have three children that are going to be coming up in college so they will be living in the house next door in the four bedroom um and then the accessory buildings those would be the carports what are carport would be the only other component all right thank you you're welcome any council member um do they you mentioned that their children may be living there while they're in college do they plan to use these as short-term rentals like airbnbs no okay um the existing trees that run along the back or Eastern side of the property I guess and then some of them run along the north side you're not removing any trees No in fact Mary who owns a property to the north he's also a surveyor and so he he said that he would survey those trees and that our fence that ran along that would work within that with within those trees so no trees will be removed I think he said there's maybe one that needs to be removed but he's going to survive that provide that information to us and we're working with that tree line because they're fairly sizable trees yeah and there's a really large parking lot on the other side of the fence so a good buffer between the residence and the parking lot um the building material the siding material did you mention was Hardy Board okay it'll be Hardy Board vertical siding horizontal siding probably a Bard and Baton uh the roofing will and then you know sof material the roofing will be composition shingles and then metal roofing as well so for the most part these two houses would look similar to the historic look of the houses that line the street okay in fact we purposely I mean if you drive down Elm Street there's lots of things on Elm Street alone not college oraha that are reflected here the architectural style the porches the the Center Drive the building materials and whatnot uh the owner wants to be a good neighbor and wants to fit in and so that's what we're trying to do here perfect thank you any other questions from Council yes ma'am um so just to I guess pick on the short-term rentals a little bit more it is included as a permitted use in the Spud language so if the applicant isn't planning to use it then are you amenable to it being removed and just having the detached single family dwelling and accessory building as allowable uses I'm sorry say that again in your SP in the language of the Spud under permitted uses short-term rentals is specifically in there so you're saying that they don't intend to use it that way so if that's true would you be amenable to removing short-term rentals from I would have to run that by the owner I can make that decision for them and they're not here they're out of the country but they intend for their students their kids still live and honestly I think when their kids graduate they will sell that house the four bedroom uh and then they want to maintain the three-bedroom for them yeah I understand what the intended use is but this is what is allowable so like when you when we say yes to a spud what is in there is essentially the law so just you know just to clarify that it's in here so it would be a potential allowable use that's all uh could we postpone until we talk to the owners about the shorter rals and it wouldn't count against them in their process no okay no they would they get one by right but council could postpone consideration if I may uh if we're going to meet our timeline I mean we have the we go before the short form plat in February when would the next council meeting be January 23 third I believe I think are we too late to get on that agenda no I don't think so could be postponed to that day I'm sorry we could get you on the 20 okay all right I mean it's a consideration I mean he's asking for the Spud I know what his intent are is right but I mean again it's the language part so even if this Spud travels with another to another property owner that use would be allowable MH for them and they don't have to come back before us about it unless they want to remove it and that's probably not likely um I would like to make a motion to postpone then to date certain of uh what was it January jary 23rd January 23rd do you need to speak to that first or let me take his motion since okay I've just had a question about yeah um so maybe for staff even if it if a short-term rental isn't allowed you use if they wanted to do that they would still have to get a permit from the city and that would still require notification they would have to get a license license yes and I can't recall off the top of my head if the license requires I believe it requires some notification but not a hearing or anything right um and then all the rules that we have in place for short-term rentals okay there's actually quite a bit to go with establishing Airbnb and if um if we voted not to allow if they agreed and we voted not to allow the short-term use at a later date they could come and request they come to the city and request permission to do single or short-term use later if they want it would be an amendment to the P yes they could come back okay with that request okay thanks council member do I have to make the motion again um I make a motion to postpone to a date certain of January 23rd I have a motion in second I I am not going to be in town on the 23rd um you wouldn't have to present again Mr K okay it uh because we we've heard everything all we'd have to do is reconsider the the question as to whether that allowance needs to be taken out is a Vibe I'm getting that that's what's standing in the way the language there could be an Airbnb uh yes because the way it's written the whole thing could be an Airbnb um so if we wanted to talk with the owners um sometime in the next two weeks we could Hammer that language out to be a little more protective for the neighborhood okay all right does it just need to be struck from the pl agreement right and if you aren't able to be here at the next meeting we just need to know in advance whether the owners are amable to that change okay you can let us an excellent job as well and last but not least the Norman Community for the people who showed up gave us their time their energy their love so that we could uh have a great event and begin to pull join the citizens police Academy and um events coming up the 16th of this month also the day I'm starting school is the national day of racial healing it was started by the WK Kellogg Foundation 2017 evening um I signed up for a channel called the Great Courses you might have heard of it um they put together entire classes that are college level they're T taught by professors and have every subject Greek history the pipian wars thermodynamics understanding Gravity the Crusades all of these different you know subjects that I would have loved to have taken in college I didn't want to pay $55,000 though to study it you can do that for just $799 a month what a what a time to be alive in which from the comfort of your own home you can get that transformative knowledge there a lot of the classes are about the history of Christianity the the polytheistic religions that preceded it it would be so easy to cut out a couple apostrophes and put them around that word god might preempt an ACLU lawsuit who knows there a lot of things that we could do that could preempt lawsuits one thing that I learned is from a professor who is J Rufus Fierce he passed away a few years ago regrettably great man Harvard PhD was a Rome fellow and in it he he he communicated that hey you know back when the Greeks were establishing democracy and were doing all of the you know all of all of their efforts to you know kind of further logic and further their understanding of philosophy and rhetoric they used to pay people to go to those plays why because they became better maybe we could put that into the budget Bill Waterhouse Chelsey gravel hello and welcome back to a new year I'm Chelsea gravel Ward 4 and I'd like to thank our downtown businesses in the community for working so hard together to help Our Town stay safe I'd like to talk with our city right now about the risk of public defecation public defecation poses several risks in our community and there are several businesses downtown that are having to clean this up every single day right behind their businesses a few of the concerns are health risks public defecation can lead to the spread of disease and serious illness to even cause death sanitation issues waste that is not properly disposed of contaminating water sources soil Food Supplies leading to future health risks and environmental impact waste that is not properly disposed of can pollute our environment harming plants animals and the ecosystem in Norman Oklahoma our storm water flows in a network of underground system that collects and transports storm water directly to local creeks and streams storm water runoff is not treated like Wastewater and can carry pollutions and pollutants directly into Waterway I don't think that our city understands that our businesses are cleaning the pollutants with bleach bleach is running into our drains into our water where we don't even want grass clippings into our storm water we really care about the city and the community around us and the health of everything having chemicals underground will seep up into our yards and kill everything in our city and we have businesses pouring gas gallons of bleach down into our drains every day what are we going to do about that are we just going to let it keep happening according to AI in 5 years our city won't have any Greenery but I mean that's just ai's opinion and prediction not mine thank you carinda carinda gravel W 4 Council mayor thank you for your time this evening I want to start off by mentioning Nonito Hernandez he asked me to bring that to council this evening he's the gentleman that was fired from a friend's house for bringing to the attention of the community a um uh a person who was committing crimes in our city he's still looking for a job his email is non Nonito Hernandez 56@gmail.com if anybody knows of a job he got fired before Christmas and he's still out of work uh the second thing I'd like to bring to your attention is watching the study session January 2nd 2024 as we consider a new consideration for the opportunity KNX program discussed at the study session um like to share with you some information that I discovered that I know you'll be interested in as we consider the two entities that submitted possibility of um going into contract for this program um one of those organizations is called Norman Caravans they are a resource provider in our community for the homeless uh they submitted in 2022 to be a part of an RFP that was called a Transit service or mileage reimbursement program which our city required a nonprofit status in order to be a part of of that so our city didn't actually check for that nonprofit status but went into a monetary agreement with them paid them money could never get a nonprofit status and then had to break that and not continue to provide money for that company or that service so um would also like to make you aware of a few other things about this organization that I was very shocked to discover myself uh it's known for handing out drug addict enabling kits needles in our community uh so much so that when they announced that and this is information that I have data to prove so if you would like to have access to that I'd be happy to provide that through an email or however you would like to they had provided 150 kits uh they knew that NPD was wondering who was providing those kits and their uh response was they're on to us and they did not come forward and NPD would like to speak to whoever was providing the kits in our community uh another uh concern was that um one of the founders was actually who's actually running for city council um don't know if that's a conflict of Interest or not if we do get into a contract with them on this RFP uh another uh concern is um the organization is closely tied to Norman Collective for rachal justice this was the organization that demanded that Council defend our police a few years ago the last thing that that uh organization would like to have see happen would be to remove all the SRO out of our Public Schools um the uh Norman Caravans also does a great work but also would need oversight they provide 250 Ms a week in styrofoam containers to our community I know this was an issue that Shaunie was having and they requested that permits be made so that whoever was that's all that's all Council we are
